He has more than 30 years of experience in antitrust and administrative amparo proceedings. He was Commissioner of the Federal Economic Competition Commission (“Cofece”) and General Counsel of the Federal Competition Commission. Since 2019, he has worked as legal counsel in multiple competition and regulatory matters before Cofece and the Federal Telecommunications Institute.

Likewise, he has litigated in a wide variety of amparo suits related to economic competition before the Specialized Courts and regarding the constitutionality of legislation before the Supreme Court of Justice of the Nation.

He participated in the negotiations of the Federal Law of Economic Competition and in the drafting of the Regulatory Provisions of this law, as well as various provisions, guidelines and guides issued by Cofece.

He holds a Law Degree from the National Autonomous University of Mexico and a master’s degree in international Economic Law from the University of Warwick, England. He also holds Diplomas in Business Law and another in Applied Economics, both from the Instituto Technological Autonomous of México (“ITAM”). He has published several articles in specialized magazines on competition law issues.
